New York State Insider: New York State Assemblyman Tom Abinanti 92nd District: Abinanti's Action Plan to Combat High Energy Costs.


While the Public Service Commission (appointed by the Governor) and not the Legislature regulates the utility industry, Assemblymember Abinanti is proposing action: 

  1. Establish a utility fund to assist those low and middle income New Yorkers who cannot afford the tremendous spike in utility costs for those above the HEAP income level; 
  2. Establish a Utility Task Force to reassess the deregulation of utilities which occurred in New York some 25 years ago to adapt the utility industry to today's environment; 
  3. Accelerate New York’s programs to increase sustainable non-fossil fuel electric generation.
